Does the Bill of Rights or Constitution inherently prohibit the President from denying public access to the internet? If so, please provide exact source.

The President's authority is limited. Those limits are spelled out in Article II of the Constitution.
The imagination of the current President's political foes, however, seems to be unlimited. The stories they have conjured up appear all over the internet. One of them appears in this question.
The President could not unilaterally deny public access to the internet. In fact, even if Congress passed a bill that tried to do this and the President signed it into law, the law would almost certainly be unconstitutional.
