bumper sticker illegal?

a friend in Gulf Breeze Florida was recently told by a Sheriff that he had to remove his bumper sticker on his car that was a fish with the words blow me inside of it. can he be ticketed or is this freedom of speech?

I have no idea what the law is in FL. If this happened to me in CA I would respectfully refuse to remove the sticker.
