Both the First Amendment to the U.S. Constitution and the elements of the Florida Constitution protect freedom of the press. There may be restrictions on certain types of speech and the time and place of the expression. Generally the U.S. Supreme Court upholds the right to free press. This would go for distribution. See Amendment I, Constitution of the United States and the annotated cases to that amendment.
