Legal Question in Constitutional Law in Florida

A group of Cubans feels that we as a people who was once protected by the American Constitution, under the governors Brooke and Wood and also under the constitutional presidency of Palma and by Platt's amendment, as well as recent Kerry speech, we think the Cuban people have some constitutional rights and that the federal government failed to protect us, and that we suffer for it. Does this make sense? How did Cuban lose their constitutional rights that once they have.

Anyone, including Cubans, has Constitutional rights while they are in this country. Applying the Constitution to non-citizens while in their own countries is harder. But even if a prior generation of Cubans had Constitutional rights many years ago, that does not mean Cubans who were born later have similar rights.

The group you write about *could* be entitled to compensation for things that happened to their ancestors. Whether they do will depend on a lot of details that you haven't provided.
