Can states put in place laws that ban the sale of items not produced in their own states?
It is unonsitutional for California to ban the import of oranges from Florida?

Only the federal government can regulate interstate commerce. The extent of this authority is not always clear, but the hypothetical state law you describe would definitely be unconstitutional.
