Is it legal to travel by car without a license

Only (1) as a passenger, (2) if you have a learner's permit and are accompanied by a licensed driver per the laws of the state you're in, and/or (3) as a driver on private property whose owner allows you to drive there. I doubt you have any of these scenarios in mind. If none of them apply and you want to drive legally on public roads, you will need a valid license.
