I would like to know is there compensation and from whom, if I was illegal detained in jail for over 20 days including the holidays, because of an incompetenet probation officer.

You should seek the advice of a criminal defense attorney who can evaluate whether your detention was truly illegal and whether you may have any cause of action. The criminal attorney may refer you to a civil rights attorney who may/not be interested in the civil case. Generally, you would not have a possibility of any recovery, but it is possible in very egregious circumstances.
