Are they liable to whom? The owner, the Prime Contractor? Other sub-contractors? Are they a concurrent cause of the delay? Is the delay a material delay? Is there a no damage for delay clause in the contract? Delay claims are really complex. Call me.

In general, the answer is "yes". Whether the affected party will have the right to recover damages will depend on several factors including the underlying contract(s) and the construction schedule.
