What county do I file small claims case

I did construction work in Hillsborough county for a man. He lives in Sarasota County, I live in Pinellas county. Man will not pay me for the work. What county do I file the claim in?

In a small claims case the small claims court has no jurisdiction to hear lien claims. To be safe, file the complaint where the Defendant resides. If however payment was due to be delivered to you in Pinellas County, then Pinellas will also have jurisdiction because it can be alleged that this is where the breach arose, by failing to send the payment there.
