Should have failed

When I constructed my home, the land was improperly graded on one side of my home. Normally the county did most inspections, but in this instance, it was the city that I live in who approved it. They actually made the builder re-do it several times before they did approve it. The problem was discovered after the CO was issued. Now no one wants to take responsibility for it. It will cost in excess of 6k to fix it. What should I do? Shouldn't it have failed inspection?

If the builder was in charge of the site work then he could be responsible for the problem. The officials may be protected from libility. There are new procedures in Florida for preliminary negotiations with contractors. I suggest reading 2003-49 Florida Statutes. Also, feel free to drop me an email with more detail.
