Could you define what the Start of (home) construction means under Florida Law?
Does permanent construction include land preparation, such as a seawall on a Fresh Water Canal?

I don't understand the purpose of your question but the court in Lacentra Trucking Inc. v. Flagler Federal Sav. and Loan Ass'n of Miami 586 So.2d 474, *477 (Fla.App. 4 Dist.,1991) held that "Actual commencement thus seems to imply a factual inquiry dealing with the nature of the improvement, the nature of the land, and an appreciation of the peculiar steps necessary to begin what has been planned." In that case, the court stated that "There is no legal reason under the statute why the ascertainment of boundary monuments and flagging and staking might not be the exact moment of a beginning."
