if neighbors decide to build a bricked wall fence together and one of the neighbors becomes selfish about the specs of the fence, what is in the legal right of the person of who owns the land of where the fence is built?

If the fence is not built at this time and the two parties cannot come to agreement on the specifications of the fence, I would recommend both parties cancel the agreement. Then each of you build the type of fence you want on your property. In short, if two neighbors are contracting to build a fence together, one cannot say you must build it my way because it is on my property but you still have to help me construct the fence. You both still have equal bargain rights to determine how the fence is built if you are putting in the same amount of time and money.
