Legal Question in Construction Law in Florida
How can one recuse a judge due to the following:
I submitted a summary judgment.
At the hearing the judge admitted he didn't have time to look it over, but glanced at it and denied
the motion. Is this proper? How can one recuse a judge?

You cannot recuse a judge based on what you describe. Happens all the time.
