Legal Question in Construction Law in Florida

roofing issue

Paid roofer contract fee of $17K, after completion, plus add'l $3000 in materials (plywood). Roofer could not provide receipts as agreed, said he would mail them, still will not provide. We believe roofer padded statement by appx $2000. What remedy, if any, is available to pursue?
