Legal Question in Construction Law in Florida

Greetings,
I have a situation where I have a roomate that helped me lay 300 sq. ft. of tile. He also said he could fix my sprinkler system that resulted in a water leak that increased my water bill to over $200.00 per month for two months until I had to have the system capped off. This roomate says I owe him $2000.00 in lieu of paying rent. I asked him to move and he says he wants the money. I have given him credit of $200.00 for approximately 3 months during the time he was doing the work. What is the State limit that an unlicensed contractor can charge someone in the State of Florida??
