Legal Question in Consumer Law in Florida

Breach of contract

I am in Illinois and the person who I contracted with is in Florida. What steps can be taken to retrieve my payment for this person who is refusing to take my calls, answer emails, etc., The person is a Notary in and for the State of Florida and there are many other Notaries in other states who are having the same problem with non payment issues. I fullfilled my part of the contract now this person will not.

The facts are unclear but you can file complaints against notaries. Google it for the state of the notary.
