Cable TV service and equipment

I have Comcast cable TV service in my community. I have a DVR (digital recorder) from Comcast, but I'm not happy with the device and would like to purchase a DVR from TiVo. Comcast tells me TiVo is not compatible with their service, and TiVo states their devices work with all cable providers, but you need a decoder card which Comcast must provide (or have available for purchase). Comcast flatly states they are not compatible. Am I stuck with this poor quality equipment?
