If your car was stolen and totaled but the insurance company paid what it was worth. Can the dealership summons you to court to garnish your wages?

Do you mean that you owed more to the bank (dealership credit) than the car was worth (insurance paid total value)? If so, then unfortunately, you still owe the balance on the car loan.
