contractor dispute
i have paid $21000. to a contractor two years ago and still no work done and not able to contact him

As you have probably figured out by now, it was probably not the smartest thing you have done to give someone so much money without getting anything in return. YOu need to get a lawyer right away in hopes that you can get some money back -- I have a suspicion, however, that you are drilling in a dry hole.

This sounds like very bad news. You should talk to a lawyer right away and consider filing suit as soon as possible, if this company still exists.
