can a collection agency file a judgement against me for a credit card debt?

no. they must sue you (not the collection people, the people you owe need to sue you).

No. The owner of the debt can file a suit for damages against you due to the unpaid credit card debt. If successful, they can they file the final judgment which will become a lien against your property other than your homestead.
