Legal Question in Consumer Law in Florida

Is it illegal for debt collectors to call a debtor's family members house even if that debtor put their family's number down as a contact without their family's consent? They call constantly call when she's late on a bill(2-3X or more everyday) and we tell them that the person they are trying to contact doesn't stay here and to stop calling...they have her actual address but I'm not sure about her phone number, but they will not pursue other avenues! This has been going on for years!

We have told the debtor to give them a different number (one she can be reached at). She said she has told them that our number is not her actual number, but I don't know if she gave them a number for her. Her number changes and is on and off all the time. We can't make her change the number and I don't if we can make them stop calling...please help...please!
