i have a lwean on a car that was stolen a year ago and junked by this towing company, and i was never notified when they found it, and now they want to make me pay 883.

What do you mean by lwean? Absent an agreement between you and the towong company I don't think you owe them, but I'd need to know more facts to be sure.
