can i eliminate from mortgage payment by paying insurance & taxes upfront

Depends on your mortgage agreement (contract). Usually, they do not allow you to do so.

The answer to this question will depend upon the terms of your loan. The lender cannot insist on your paying into an escrow account unless you agreed by the terms of your loan agreement.
