Your question: "Hello could you tell me I have a condo and jus had a new a/c install but having problems due to a old voltage wire from breaker box to roof top my question who pays to replace me or condo hoa .

That would depend on if it effects just you or the whole condo unit. The general rule is if it is just you, you pay. If it effects a majority, then the COA pays and all share in the costs. I would have an estimate done and present it to the COA board if it effects more than just you.
