Legal Question in Consumer Law in Florida

I have a quote from air-condition company for a 4 ton 15 seer syterm unit .Later I find out it just a 14 ton with air handler became 15 seer.I don't have a contract sign with them,i belive ,they misleading me to over charge.I call consumer protection agency to complain.They told me i don't have no case to complain....I don't happy with the air-condition being install...What should I do just pay them then move-on....?

If you don't have a contract, then tell them you don't want the air conditioner.
