reclaiming $ spent on satellite dish services

A neighbor told me that he can recommend someone who could supply boxes and all satellite dish stations for a one-time, flat fee of $800. The man (who works for one of the prominent dish network companies) set this up for me...I did not realize this was illegal. The TV channels were received the first weeks, and then kept going on and off. I told him I wanted my $ back...he then said his partner would not return the $. I said, then pay my bill to the company with a normal contract (and the company he actually works for) until my bill reaches $800--then I will take it on from there. He agreed. He only paid appx. $338 and stopped. Do I have any recourse legally? Thanks for your help.
