was contacted by a fiancial comp. offer to lower interest rates on credit cards.charged me 598.00 i put on credit card.BBB said not a good rating. can i get a refund

I would file a complaint with your credit card company to challange the charge. You should tell them that the offer was misleading and that they never delivered what they promised. Charges are automatically put in abeyance while the claim is investigated. They are often decided in favor of the cardholder.

probably not. depends on what you signed and if they performed their end of the agreement.
