Legal Question in Consumer Law in Florida

My roofing contractor did a re-roof on my residence. The job failed the County's Building Inspection because the nailing/underlay portion of the job was not inspected during the re-roof job. Shingles are installed and the job will never pass the County building inspection. The contractor has presented me with the final bill.

Question. Did I suffer monetary damages since this roof did not pass inspection and this may be an issue in the future when the house is listed for sale?
