My roomate killed three of my fish using bleach. Can I take legal action against her?

If she was acting negligently or intentionally, then yes. If this were the case, you would basically be entitled to the value of the fish.

You may be entitled to a claim but you should decide if the time and cost of doing so is worth the value of the fish.
