Legal Question in Consumer Law in Florida

My uncle is a retired US citizen living in India. His social security is directly deposited to his bank account in the US. He is single and do not have any other income. Now the bank is serving a garnishment on his account for a 2001 Florida court order for an unpaid credit card balance. The bank is not releasing any funds and he cannot meet his living and medical expenses. He has given me the power of attorney to help him out.

I researched on my own and found the following

"According to section 207 of the Social Security Act (42 U.S.C 407) my benefits cannot be garnished by a creditor other than a Federal Agency."

I need to know the following

1. What steps should I take to get an excemption on social security garnishment?

2. Other possible alernatives to avoid garnishment.
