A web advertisment reads 'Broadband @ $35 per month' at the foot of the page in small print it says 'plus applicable taxes'
I was offerred a rate of 60% of the retail rate. Am I entilted to a rate of '60% of $35.00?' The provider is charging '60% of $35 plus taxes'

Since the provider has no control over the taxes, you are entitled to 60% of the advertised rate of $35/month. Of course, you will pay taxes on top of the "retail rate" quoted because the rate quoted obviously did not include tax.
