Does banking with a creditor (i.e. Chase bank acct, Chase credit card) give the creditor the option of freezing or removing funds without going through the legal process of seeking a judgment?

Check your account agreement and I would not be surprised if there was a right of set-off. Which means they can dip into your account to collect monies owed to them.
