can a bill collector call your work place and leave the following message: a uniformed officer will serve me a surpenia if I do not call them immediately - a message was never left at my home and I have no idea who they are

That message crosses the line of fair debt collection. There may be an element of truth to their message if the creditor plans to sue you for the debt. That means you would be served with a lawsuit by either a licensed process server or the sheriff's office. Don't panic if that happens, you have rights.
Although you may be able to pursue a claim against that creditor for a violation of federal law, you should likely consider your alternatives and consult with an attorney about creditor negotiations or bankruptcy.
