Bill collector tactic legal?

Is it legal for a bill collector to leave a message (with your extended family out of town) saying you have been issued a summons at your county courthouse, yet when you call them back it was just a way for them to contact you to collect a debt and there is no actual summons?

No, it violates the Fair Debt Collection Practices Act, which carries severe penalties aginst bill collectors. You could be awarded money and attorneys' fees for the violation.
