Legal Question in Credit and Debt Law in Florida

We had a bill from 9 yrs ago which has come off our credit report in the meantime. We started getting letters from a debt collector again and my 90 year old parents have been getting calls about it in another state and the debt collector gave them personal info on this account. Are they allowed to do that and We thought after a certain when it comes off the credit report they cant bother you.How do we deal with this?
