Hi - my brother in law is on disability he gets about 1000.00/month. he came into a small inheritance of $ 18,000.00 and purchased a car out right with that money. Now the police are at his house repossessing the car for outstanding credit card debt for 15 years ago, can they do that?

Yes, but not for reasons you stated. The much more likely reason is that this credit card debt from 15 years ago was reduced to judgment, and a judgment is good for 20 years. Since your brother bought the car outright, there was no lien on it. Consequently, when the judgment holder discovered he had a new car without a lien, they were able to get the court to issue an order that allowed the sheriff to take the car (repossession is what the lienholder does). Very much legal.
