Legal Question in Credit and Debt Law in Florida

My brother and I have paypal acounts. He used his info I used mine.Someone hacked his email and racked up over $300 worth of debt to his paypal account.My brother was using my bank account info without my permission so now they have linked his account to mine and will not give me acess to my money until he pays down his debt.First of how are they able to deny me my money just because my brother owes them money? second i called paypal and told them about the fraudulent activity but they did not care.Why should they not let me have acess to my account because my brother owes money. Its not my debt but the deny me acess to my money. How is that legal

I suggest you see a consumer lawyer to see what can be done. If the fee is too costly, I suggest you pay the $300 to satisfy the debt and then seek it from your brother in small claims court if he will not pay you. He and you also need to do an id theft claim.
