Can a collection agency for a junk debt buyer contact me regarding this account if they (the collection agency) is not licensed to do business in my home state?

Yes they can, but they may be violating Florida Law and FDCPA. Sometimes these collectors do think before they try to collect. If they are not licensed, you may have a cause of action against them. Has their contact been via phone, letter or both? There may be other violations depending upon how they are contacting you. I would recommend contacting an attorney to discuss your situation in greater detail.
