Collection agency
I have an outstanding debt and get harrasing calls from a collection agency who threatens to garnish my paycheck in order to collect. Does a collection agency have the means to do that?

Only after obtaining a money judgment against you.

The collection agency is powerless. It cannot sue you. An attorney can sue you and after judgment is obtained your salary, if not exempt, can be garnished.
