Collection agency rights

Can a collection agency take my vehicle for a debt that is 5 1/2 years old when I have never recieved a bill from the origonal biller and just heard about this bill in July? I tried to set up a payment plan and the lady I spoke with told me no if you can not pay right now over the phone then dont even bother they will just garnish wages or take one of my assets to get there money.

I would need more facts but I would say probably not. Sounds like, however, the collection agency has taken some actions in violation of law.
