I have a collection item that has been on my credit for about 4 years now that I just found out about when I had my credit pulled. I have never received any calls or letters from this collection agent regarding this matter and it damaging my credit score. It's this against the FDCPA?

No. If the item is an error, ask the creditor to remove it. If the collection item is valid, there is no requirement that the creditor collect it. For example, suppose your cell phone company reports to the credit bureau. You decide the service is lousy, and decide to switch carriers. You dont pay the final bill until after a late charge is assessed. That unpaid late fee is not worth trying to collect but could sit on your credit history for a period of years.
