collection law, is there a statue of limitations on doctor bills ?

Yes. It is generally based in breach of contract for which there is at most a 5 year statute of limitations. Depending on your circumstances, the time period is either four or five years. However, you should note this is generally construed from the time of the last payment not the formation of the debt.
