is it legal for a private person discuss a court ordered judgment with anyone other than the debtor?

If you do not have a confidentiality agreement, any party may discuss the terms of any agreement with anyone else. Having said that, most settlment agreements do contain confidentiality agreeements so one must be careful not to violate them.
