can collections refuse any payment

can any collection agency refuse any type of payment plan that i can afford to make.I have been trying to come up with monthly payments plans but they have been refusing.they told me that i need come up with money that exceeds my monthly income or they will bring me to court.Is that legal.

As long as they intend to sue you, through an attorney, yes.
