The Teco/Peoples Gas company in Ocala FL is denying me service unless I pay my brother's outstanding bill of $180. I have never been responsible for his bills and did not live with him when he occurred this bill. Can they do that?

No, they should not do that. You need to speak with the highest ranking management person you can. Explain that you and your brother are not one and the same and "you are not your brother's keeper". Politely demand that unless they can provide a guarantee that you signed, you must insist that they provide service to you or you will file a complaint with governmental authorities.
