I let a contractor buy some equiptment from me and was making payments but now he quit and still owes me money? What are my legal rights? He is refusing to return the equiptment

Depending on your terms in the bill of sale, you may have a security interest in the equipment. If you do, you could take steps to recover the equipment. If not, your legal option would probably be to sue him for the money owed. The terms of the sale will be very important.
