Credit card companies can (and will) attempt to collect upon overdue balances. They must comply with both state and federal law but generally will send demand letters and repeatedly call demanding payment. Eventually the credit card company (or eventually the assigned collection agency) may sue for the balance owed. Under those circumstances the company would have a judgment against you and would have all rights afforded to judgment holders in the state.
If you are concerned about your ability to pay or have recently failed to pay, you should contact a local bankruptcy attorney to determine which options you may have including debt negotiation or bankruptcy.
Best of luck
