Credit card debt of a deceased person

My father is a U.S. Citizen who died in Colombia. He has credit card debt under his own name, not with my mom. Him and my mom own their primary residence in Miami-Dade, Florida. We would like to know if the credit card debt will be written-off by the creditors or if my mom is reponsible for this credit card debt or if the primary residence (house) will be involved to pay his credit card debt. My mom is not jointly in this debt.
