At the time of my mothers death she owed money to American Express. They tell me that, without my previous knowledge or permission, my mother had added my name as an authorized signer on this account. They now expect me to pay this account in full. I do not have an American Express Card, I have never received any correspondence from American Express, I have never used American Express charge account, and I never gave permission to use my name or social security number. Am I responsible for this debt? How can I be sure that I was actually authorized to use this account? Why was I never given a credit card from American Express?

You are not responsible. Your mother's estate, if any, is.

Based upon your statement, you have no liability. In fact you may have a valid claim for violations of the FDCPA. Consult with local competent counsel should you wish to pursue your claim.
