Credit Card Minimums

Can a merchant set a policy on what the minimum charge can be when a customer uses any credit card?

A minimum charge policy is usually a matter of contract between the card issuer and merchant. Accordingly, you can obtain an accurate answer from the issuer.

I am aware that some merchants do reject charges for nominal sums.

Merchants do it all the time since the credit card company charges them a discount fee each time a charge is made.
